循环经济理念在区域战略环评中的应用

文章论述了循环经济理念在区域战略环评中应用的必要性,并以北京亦庄新城为例,提出了如何针对现有的经济与产业结构中存在的问题,构建循环经济发展原则下的生态工业园区的要点与基本方案.     

“十四五”生态环境保护国际合作思路与实施路径探讨

生态环境国际合作是构建人类命运共同体建设的重要内容。"十三五"时期,我国在推动生态文明建设取得显著成效的同时,生态环境保护国际合作取得积极进展。本文在分析生态环境保护国际合作现状、不足以及面临新形势的基础上,提出坚持底线思维,突出重点,精准对接,以我为主、以外促内等合作原则,建议"十四五"时期加强战略规划和引领,提升生态环境国际合作的地位和作用,以建设性姿态参与全球环境治理,努力实现国内环境治理、全球环境治理以及全球治理良性互动,提升生态环境国际合作在服务国家总体发展战略中的地位和水平。并为此提出五大重点举措:即打造绿色"一带一路"成为区域环境合作的平台高地;更具建设性加强我与周边国家双边及多边环境合作;坚决维护多边主义的立场,主动参与全球环境治理体系变革;助力擦亮绿色底色,全力支撑服务打赢污染防治攻坚战;加快能力建设形成生态环境国际合作与交流的大格局。     

区域开发SEA综合评价体系初探

根据区域可持续发展的要求，为了实现区域环境保护从战略酝酿阶段就参与区域国民经济综合评价，本文首次尝试提出了一套实际操作性强的、定量的、着眼于整体的区域可持续性发展SEA综合评价模式，并以成都市羊安工业集中发展区为例，从经济、社会、环境三个子系统出发建立指标体系对其进行综合评价。     

The Area Production Model: a tool and concept for sustainable land-use and forest-resource management

In developing countries, planning in the forestry sector has been seen as an appropriate instrument to prepare and implement government policies and programs. Despite its potential and recent advancements in, for example, remote sensing and infrastructure, tropical forest land-use planning is often formal and non-integrated with agriculture. It rarely involves all legitimate stakeholders and neglects taking into account actual land-use. The socio-economic and environmental consequences of these shortcomings emphasise the need for alternative ways of approaching planning. This article summarises the idea, structure and current status of the Area Production Model (APM), originally developed in the 1980s, which is now gaining interest as a land-use planning tool in Africa and Asia. It describes the development over time of production and consumption in agriculture and forestry within a defined geographical area operating under different assumptions on management, land use and socio-economic and macro-economic changes. From a narrow perspective, the APM is a fairly simple computerised tool for generating scenarios. In a broad sense, it is a concept comprising the whole planning process including organisation, inventory, data analysis, consensus building and strategy. A case-study in Laos, based on verified data for a historical period of 45 years, and a review of different APM applications in the world over the last 15 years are presented as a base for conclusions about its potential and shortcomings. In some cases where the APM concept was used in training courses and planning exercises involving stakeholders, it generated a strong interest in collecting and analysing relevant information. It provides the means of addressing a number of shortcomings in current planning.

战略环境评价(SEA)是目前环境评价领域中令人关注的前沿课题 .本文对 SEA的提出和发展进行了回顾 ,对国外开展SEA的实践进行了归纳分析 ,探讨了 SEA的作用、区域特征、评价因素、基本程序、技术方法和机制 ,论述了 SEA与项目 EIA的关系 ,并介绍了香港和内地 SEA的初步实践 .     

Engineering line diagram development from process flowsheets: Part 1: Shortfalls in current practice

Engineering line diagram (ELD) development forms a distinct phase in process plant design. It is a complex and expensive activity and as such warrants considerable effort to minimise costs and maximise effectiveness. In this paper, the nature of the ELD design task is analysed in order to understand how it could be carried out more effectively. A number of shortfalls in current practice are discussed. These shortfalls were identified through a combination of the following activities: a review of the literature; a survey of current practice and follow-up line diagram development exercise; and task analysis work carried out at ICI. The most significant findings of the survey of current practice are presented. It is proposed that the shortfalls identified can be overcome by introducing structure to the design task. The manner in which this can be achieved is the subject of the second part of this paper.

本文在对青藏铁路决策进行分析的基础上,论述了对青藏铁路决策进行战略环境影响识别的必要性,探讨了青藏铁路施工期和运营期的环境影响,并提出了减缓环境影响的措施。     

沈阳市铁西区水污染物排放总量的核定

系统分析、核定了沈阳市铁西区水污染物排放总量,通过对排污总量的可靠性分析和度量,提出了提高系统信息可靠性的监测与改进建议.认为加强泵站信息的监测与调查有利于对重金属类污染物实施总量控制;而且,在此基础上追加细河黄蜡坨子断面的监测不仅可以清晰识别细河入浑河的排污量,而且可以对有机污染物进行总量控制作出有针对性的、及时的反应.     

城市规划环境影响评价中公众参与研究方法与案例

围绕规划环境影响评价中公众参与方案的有效性,以城市规划的环境影响评价为例,从城市规划和规划环境影响评价的特点出发,综合运用自上而下的分析手段和利益相关者研究方法,建立了城市规划环境影响评价开展公众调查的研究框架,将社会学调查方法有机地纳入规划环境影响评估方法学体系.以大连市城市发展规划环境影响评价为案例,讨论该研究框架在实践中的应用.
